Algeria is a developing country with a centrally planned economy. Transport as wel as all major industrial firms are state owned monopolies. These conditions allow for large prospects for the co-ordination of transport services. This study aims at evaluating the main elements which affect the co-ordination of freight transport between the road and rail modes. These elements are integrated in a cost model which is itself part of modal split model. Resources cost minimisation is the main principale behind this freight co-ordination.
