Design rules enable avoiding silting in a wide range of situation, but are not suited for accurately assessing risk for a particular facility. This article presents an experimental and numerical approach of the space distribution of the velocities and shear stresses in a collector of sewers network. The results show that, for the narrow channels, it is necessary to take into account the three-dimensional character of the flow. Numerical modeling provides the lower cost for the results that is difficult to acquire in experiments. On the other hand a total evaluation of the average shear stress seems less adapted to describe the reality of shear stress in the section. The quantitave status of a body of groundwater may have an impact on the ecological quality of surface waters and terrestrial ecosystems associated with that groundwater body. The directive indicates that the quantitative state of groundwater is regarded as good when there is no diminution of the available groundwater resource. The latter is defined as the long-term annual average rate of overall recharge of the body of groundwater less the long-term annual rate of flow required to achieve the ecological quality objectives for associated surface waters and avoid any significant damage to associated terrestrial ecosystem. An analysis of the current quantitative state of groundwater was thus undertaken by distinguishing the type of imbalance. The objective is to distinguish wetlands and small rivers that depend on a specific groundwater level and where the risk of ecological damage is high, from those where this risk is low. The local dialogue prevailed in addition during all the step of development of the proposals. The assessment on Seine Normandie basin leads to the orientations and provisions of the SDAGE concerning the management of aquifer. A dozen groundwater bodies on the about sixty in the basin are the subject of specific provisions of management more or less detailed in the general objective to reach the good quantitative state in 2015. Nitrates and pesticides are a major cause of the failure to reach the good status.The perspectives for active quantitative management depend on economic parameters specific to each use of the resource. An overview of various methods of active quantitative management points at the interest of developing temporary storage and reinfiltration, rather than water transport or desalinization. The promoted saving of drinking water is generally an inappropriate alternative, as it has a non-targeted impact and a collective cost.For qualitative issues, the active management must take place at catchment scale, with actions complementary to the existing legal tools. For nitrate and pesticide, a variety of preventive and curative tools has been applied with various levels of success ; the depuration capacities of wetlands should be put more into use.Be it quantitative or qualitative, the active management of water resources is still hindered by administrative (who must be the main client ?) and technical (univocal relation between actions undertaken and results observed ? delays in obtaining results ?) issues. This implies the partnerships of farmer organisations, organisms in charge of rural affairs and research and formation institutes.The paper presents the 2 major aspects of a possible original and efficient water policy, in the framework of the water management at the catchment scale : 1) developing new methods of water management, including farming activities, to improve the water quality ; 2) developing new methods of pressure and impact assessment taking into account the complexity of a system submitted to a recent and light water policy, a strong hydrological variability and a long response time.In spite of the co-existence of all the constituents of a coherent policy, this policy seems difficult to build up. Current water quality shows the interest and limits of incentive policy. Case studies from Poitou-Charentes and Midi-Pyrénées regions were selected. It is 20 km long and 2 to 4 km wide. Two aquifer layers are partly separated by a clay layer, and total depth is up to 63m. Water withdrawal started in 1960 but recently faced permanent diffuse pollution problems, originating from upstream industrial activity and agriculture. This would have ended in abandoning drinking water operation without a strong political willingness from local authorities to rehabilitate the groundwater aquifer. From 2003 to 2005, several studies and works have been undertaken. Upstream (Chenôve) water abstraction was continued with activated carbon water treatment, allowing water protection, and monitoring. Dowmstram (Marsannay-la-Côte), wells have been rehabilitated with the objective to avoid pollution transfer between aquifers and to manage water quality by selective abstraction from the two layers. Depending on water quality, upper aquifer water is either used for drinking water production (with pesticide removal treatment) or hydraulic barrier (with stripping treatment before disposal). Volatile organic compounds and hydrocarbons are monitored upstream of water wells. These works have allowed to restore and maintain long term use of the main capacitive aquifer of the area. This article presents the volumetric based management instruments implemented in this basin, discusses its effectiveness and propose an alternative management system based on an optional water pricing and on a new water consumption declaration system. We then highlight that this demand management instrument, for a comparable effectiveness, is less costly than the regulatory measures already adopted by river basin authorities and the farmers preferred measure that consist in creating new resources.
