This programme was brought to an end in 2007 and responsibility for decisions on expanding, maintaining or rolling back safety cameras has now been largely devolved to local highway authorities and their partners. To make strategic choices in such areas it is clearly vital to understand the extent to which safety cameras are effective in reducing road accident potential. Although the NSC programme has been evaluated this work has focussed mainly on assessments of impacts at camera sites rather than wider area effects: particularly local highway area effects. The research reported here has explored the rates of personal injury collisions (PIC) over the past decade on the roads of English Local Authority areas and investigated relationships between area characteristics including levels of safety camera introductions and the PIC improvements (or otherwise) reported. To assist in this analysis, an indicator of safety camera intensity has been derived in this research to reflect the relative likelihood in areas of coming into contact with safety camera sites This work shows that area improvement rates differ significantly on an urban/rural dimension and are also very dependent on prior (to camera introductions) levels of PIC risk. Controlling for these factors using a pair comparison approach, analysis shows that safety camera introduction effects are statistically detectable in very highly urbanised, high PIC risk areas and at high risk sites within areas but not elsewhere. Whilst recognising that new high risk sites can emerge in any area, the conclusion is reached that many local areas and especially more rural areas would be unlikely to gain advantage from a further general expansion of fixed point and mobile camera sites and that de-commissioning of current sites should be seriously considered. We then present a two-stage recourse model to handle the uncertainty problem, in which accurate shipment information cannot be obtained when booking, and all cargoes have to be shipped without delay. The first-stage decision is made at the booking stage, to book specific numbers of different types of containers. The second-stage decision is made on the day of shipping, depending on the extent to which the uncertainty has been realized. The decisions include number of additional containers of different types that are required to be rented, or the number of containers to be returned, under the scenario that might occur on the day of shipping. We then extend the recourse model into a robust model for dealing with the situation in which cargoes are allowed to be shipped later. The robust model provides a quantitative method to measure the trade-off between risk and cost. A series of experiments demonstrate the effectiveness of the robust model in dealing with risk and uncertainty. Patients are to be subjected to different kinds of treatments, each requiring a medical machine of a certain type as well as a physician being qualified to operate it. This is a highly complex problem not yet adequately addressed in the literature. At present in most hospitals the problem is being solved manually by specialized personnel. However, the resulting schedules are very often inaccurate and inefficient with patients waiting for a long time to be treated and medical personnel often working overtime. In this paper we formulate the model for this problem and develop a simple and efficient method based on Variable Neighbourhood Search for solving it. The heuristics has been tested on real-life as well as on generated instances. Numerical results show that the heuristics proposed outperform commercial software for optimization as well as manual solutions both in quality of solution and in computational time. The purpose of our study is to discover heuristics that will better explain market share, an issue of considerable concern to industry, which also, if successfully pursued, will increase the value of the analytical tools developed for managers. A method easy to implement is presented, which improves the value of market simulations in conjoint analysis. The proposed approach deals with two issues common to traditional market simulations in the context of conjoint analysis applications—the lack of differential impact of attributes across alternatives and the absence of accounting for differential substitution across brands (ie, the Independence from Irrelevant Alternatives problem). We deal with the first issue by ‘tuning’ utilities with individual level exponents, as opposed to a common exponent under the ‘ALPHA’ rule (the current state of the art approach). These exponents derive from the range, skewness and kurtosis of the distribution of utilities that a respondent assigns to various products. While these exponents are individual specific, the effects of the coefficients are assumed to be homogeneous across consumers to preserve model parsimony, while accounting for observed heterogeneity in the data. The second issue is studied in the model via a similarity ‘correction’ for each pair of products. The performance of the approach is validated both on real data from a market survey concerning milk, and on simulated data through the design of a Monte Carlo experiment. The results of the simulation for different market scenarios indicate that the approach appropriately exhibits the theoretical properties that are necessary for the efficient representation of consumer choice behaviour. In addition, the proposed model outperforms the state of the art methodology, as well as some more traditional approaches, with regard to the forecasting accuracy on market shares estimation, both on the real and the simulated data sets. The results obtained have important implications for marketing managers concerning the design of new products. A new concept can be tested before it enters the production stage, using data obtained from a market survey. The high predictive accuracy of the model may assist a firm in minimizing the uncertainty and risks associated with a new product launch. The case study with data from a real market survey, illustrates the practical applicability of the approach. In addition, the proposed model outperforms the state of the art methodology, as well as some more traditional approaches, with regard to the forecasting accuracy on market shares estimation, both on the real and the simulated data sets. The results obtained have important implications for marketing managers concerning the design of new products. A new concept can be tested before it enters the production stage, using data obtained from a market survey. The high predictive accuracy of the model may assist a firm in minimizing the uncertainty and risks associated with a new product launch. The case study with data from a real market survey, illustrates the practical applicability of the approach. A metamodel is a simplification of the simulation model, representing the system's input–output relationship through a mathematical function with customized parameters. The proposed approach uses confidence intervals as an acceptance procedure, and as a predictive validation procedure when new points are employed. To improve the knowledge about the system, the response is depicted by modelling both the mean and variance functions of a normal distribution along the experimental region. Such metamodels are specially useful when the variance of the output varies significantly. These metamodels may be used for minimizing product quality loss and improving production robustness. The development of such metamodels is illustrated with two examples. We show a home ground advantage exists in non-elite doubles tennis. A simple exponential smoothing method of rating players is then tested, and shown to produce reasonable results. Problem exploration and structuring are essential as a basis for deliberate and focused approaches towards problem resolution. The results of problem exploration efforts can be laid down in the form of a policy issue paper. We have developed a systemic, stepwise approach, which has been elaborated and taught for over a decade to hundreds of students. This seven-step approach centers on the construction of a system diagram as a means to provide structure to the conceptualisation of a complex problem situation. The approach is based on a conscious combination of existing relatively straightforward analytical methods including objectives hierarchy, means-ends analysis, causal diagramming, stakeholder analysis, and contextual scenarios. The obtained insights are then summed up in a policy issue paper, which is the basis for further planning and research.
