Merchandise flows and transshipment quantities are determined in the lower tier. We partition the total merchandise transit time into time spent in open waters, time spent during port calls, and time spent dwelling in the terminal yard. Using the notions of service frequency and service phase, we develop mathematical expressions for the three aforementioned quantities within the lower tier of the optimization model. We arrive at a bilinear expression for overall inventory holding costs that is suitable for liner shipping network design. As hospital operations naturally increase along with an undesirable output of patient mortality, which may induce medical disputes and ligations, this study adopts data envelopment analysis to evaluate and compare the efficiency scores obtained with and without considering the undesirable output. On the basis of province-level panel data over 2002–2008 and considering the risk-adjusted undesirable output, empirical estimates indicate that hospital efficiency is moderate, but increases gradually from 0.6881 to 0.8159. Importantly, without considering the undesirable output, the average efficiency score is overestimated and the efficiency ranking across provinces changes considerably. An efficiency gap is found between coastal and non-coastal regions, but this gap’s drop is mainly contributed by the fast efficiency improvement of the western regions. However, the central regions continue to achieve a significantly lower efficiency score than the eastern and western regions. Moreover, the initiation of the New Rural Cooperative Medical System has overall enhanced hospital efficiency in China, especially for the non-coastal regions. Therefore, we devise different strategies to increase the efficiency. They mainly benefit from the effective usage of the lower and upper bounds on the optimal value of the Lagrangean subproblem. On the basis of extensive computational tests, we can say that they increase the efficiency considerably and result in accurate Lagrangean heuristics. We also study the sensitivities of equilibria as a function of both players’ target valuations and preferences for rent. The contract option, if successful, may achieve (partial) attack deterrence, and significantly increase the payoffs not only for the government, but also for some types of terrorist groups. The common impacts are reduced clinic efficiency and provider productivity, wasted medical resources, increased health-care cost and limited patient access to care. The main goal of this research is to develop an effective dynamic overbooking policy into any scheduling system that accounts for the predictive probability of no-shows for any given patient. This policy increases the quality of patient care in terms of wait time and access to care while minimizing the clinic's costs. Meaningful outcomes can be drawn from adequate data. Those companies with distributed data might want to collaborate to produce accurate and dependable recommendations to their customers. However, they hesitate to work together or refuse to collaborate because of privacy, financial concerns, and legal issues. If privacy-preserving measures are provided, such data holders might decide to collaborate for better predictions. In this study, we investigate how to provide predictions based on vertically distributed data (VDD) among multiple parties without deeply jeopardizing their confidentiality. Users are first grouped into various clusters off-line using self-organizing map clustering while protecting the online vendors’ privacy. With privacy concerns, recommendations are produced based on partitioned data using a nearest neighbour prediction algorithm. We analyse our privacy-preserving scheme in terms of confidentiality and supplementary costs. Our analysis shows that our method offers recommendations without greatly exposing data holders’ privacy and causes negligible superfluous costs because of privacy concerns. To evaluate the scheme in terms of accuracy, we perform real-data-based experiments. Our experiment results demonstrate that the scheme is still able to provide truthful predictions.
