We allow future states of the complex system to be viewed after initial policy is made, and for those states to influence revision of policy. The potential for future observations and intervention impacts heavily on optimal policy for today and this is handled within our approach. We show how deriving policy dependent system uncertainty using computer models leads to an intractable backwards induction problem for the resulting decision tree. We introduce an algorithm for emulating an upper bound on our expected loss surface for all possible policies and discuss how this might be used in policy support. To illustrate our methodology, we look at choosing an optimal CO2 abatement strategy, combining an intermediate complexity climate model and an economic utility model with climate data. Three variables (leadership, stakeholder motivation and external factors), identified as leverage points in the model, are used as means to improve the organization's journey towards achieving sustainability. The results of the simulation model seem to indicate that by increasing leadership activity and levels of stakeholder motivation, the journey towards sustainability can be greatly improved, and that external economic factors do not have a significant impact on sustainability achievement. These findings are pertinent for organizations currently in the process of implementing sustainable policies and strategies. The first model is well suited for identifying worst performing schools and to assess schools that may specialize in certain subjects, whereas the latter is best suited for improving discrimination between best performing schools when pursuing the identification of benchmarks, as well as to construct performance rankings. In this paper, a model has been developed for the storage system of the MMCT. It is an extension of the Blocks Relocation Problem, with incoming as well as outgoing containers, or ‘blocks’. The model deals with assigning containers to positions within the storage area, rehandling of containers to be retrieved, and calculation of the processing times in order to perform these actions. A number of constructive heuristics are presented in order to produce good initial solutions for this problem. Meta-heuristics are also used to improve on these solutions. Results from the various heuristics on a few case study problems are compared and discussed. This research will also provide a core piece of technology for the development of autonomous container handling systems for terminals. In this paper, a model has been developed for the storage system of the MMCT. It is an extension of the Blocks Relocation Problem, with incoming as well as outgoing containers, or ‘blocks’. The model deals with assigning containers to positions within the storage area, rehandling of containers to be retrieved, and calculation of the processing times in order to perform these actions. A number of constructive heuristics are presented in order to produce good initial solutions for this problem. Meta-heuristics are also used to improve on these solutions. Results from the various heuristics on a few case study problems are compared and discussed. This research will also provide a core piece of technology for the development of autonomous container handling systems for terminals. In this paper, we propose four alternative approximations for the steady state performance of the system; and extend a heuristic and a lower bound proposed under Poisson demand assumption to the compound Poisson setting. In a computational study, we show that the performances of the approximations, the heuristic, and the lower bound are quite satisfactory; and the relative cost saving of setting an aggregate service level rather than individually for each part is quite high. In addition to its basic ranking function, the exercise highlights two particular features of the method that are not available in standard DEA: suggesting a benchmark unit for each input/intermediate/output factor, and identifying the strengths of each efficient unit. The pricing game solution is surprisingly sophisticated given the game's simplicity and this sophistication is reflected in the learning results. The paper also discusses extra analytical benefit obtained from applying reinforcement learning to these types of problems.
