The projects of orientations of the basin management plan concerning the management of the scarcity of the water resource, and in particular groundwater, concretize the implementation of the European directive 2000/60/CE establishing a framework for community action in the field of water policy. The quantitave status of a body of groundwater may have an impact on the ecological quality of surface waters and terrestrial ecosystems associated with that groundwater body. The directive indicates that the quantitative state of groundwater is regarded as good when there is no diminution of the available groundwater resource. The latter is defined as the long-term annual average rate of overall recharge of the body of groundwater less the long-term annual rate of flow required to achieve the ecological quality objectives for associated surface waters and avoid any significant damage to associated terrestrial ecosystem. An analysis of the current quantitative state of groundwater was thus undertaken by distinguishing the type of imbalance. The objective is to distinguish wetlands and small rivers that depend on a specific groundwater level and where the risk of ecological damage is high, from those where this risk is low. The local dialogue prevailed in addition during all the step of development of the proposals. The assessment on Seine Normandie basin leads to the orientations and provisions of the SDAGE concerning the management of aquifer. A dozen groundwater bodies on the about sixty in the basin are the subject of specific provisions of management more or less detailed in the general objective to reach the good quantitative state in 2015. |
